- Improved the note downloading and custom form automatic population (and associated error handling) for the Ocean custom form and the Ocean Toolbar for sites that have OceanConnect disabled
- The toolbar can now automatically detect when a note is pending download and will appropriately pop open the Ocean custom form to trigger a note download, thereby obviating the need for the Ocean custom form to stay within the chart
